Senate GOP Embrace President's Call to Overhaul Affordable Care Act

US lawmakers are meeting during the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as GOP senators proposed a plan toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The impact on US citizens from the longest closure of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As weekend meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition lawmakers shared alarmed responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of carriers by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the tax credits.

"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several observers suggested that the essence of such a proposal would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a version of the plan that failed to secure enough support in 2017.
